Then the license is provided to the applicant from the upazila office.

That is why farmers are encouraged to take help from advisory centres, agriculture offices, AICC, UICC etc. and media and informed about the rules and regulations. Besides, posters, festoons with addresses for program promotion schedule, e-mail, website etc.is distributed. Any information related to agriculture can be taken from DAE/AIS website. Various information and technologies are displayed, stored and distributed at district, upazila, union and block level. Agricultural information and technology is disseminated to agricultural workers, farmers and general public through various print and electronic media and other means.

The priority list is presented and approved by the upazila committee. It is submitted to the concerned bank/company agent/dealer along with the recommendation for subsidy.is sent closer. The inputs (seeds/fertilizers/diesel etc.) are distributed to the farmers on the scheduled dates as per the approved list. In case of money, a bank account is opened in exchange of 10 rupees or if there is an account, the money is transferred to the bank account.

Subsidy in agriculture and production support

In order to increase the agricultural production and keep the inputs within the purchasing power of the farmers and to reduce the cost of production, the following activities are undertaken to distribute the subsidized inputs given by the government to the farmers at various times:- Upazila-wise division was done by the District Agricultural Rehabilitation Implementation Committee as per the government order.- Activities are taken up by the upazila committee and divided union wise.- The draft list is prepared and approved in the union level meeting and sent to the upazila committee.- The received draft list is approved by the upazila level meeting and upazila committee.- District committee approval and upazila wise allocation is given.- Union wise determines the place and date of final allotment and distribution. After that the farmer is notified and the money is paid through the bank account or the materials are distributed through the dealer.

Accounts are opened based on the documents submitted by the bank and subject to the approval of the Upazila Committee. The farmer can make financial transactions from the said account number.

Recruitment of Fertilizer Dealers and Fertilizer Retailers

For the purpose of recruiting dealers, recruitment notices are published in the national daily newspaper against the dealers void union. Apply within the prescribed time after fulfilling the recruitment conditions. Hence, the selection is done through the Upazila Fertilizer and Seed Monitoring Committee. Based on the investigation and inspection report of the surface area, presentation to the upazila committee and the decision was taken based on the selection and recommendation of the upazila fertilizer and seed monitoring committee. Preliminary list prepared District Fertilizer and Seed Monitoring was sent to the committee. After taking the decision in the district committee, the BCIC along with the recommendations are sent to Dhaka. Arrangements are made to appoint one (01) BCIC fertilizer dealer from each union and one (01) retail fertilizer seller from each ward. Agreements with the dealers were executed after BCIC finally appointed the fertilizer dealers and deposited a security of Rs.2 lakhs. BCIC sends copy of dealer appointment letter to Upazila and District Fertilizer and Seed Monitoring Committee. Procedure for appointment of Retail Fertilizer Dealers: Residents of respective wards apply to UAO for appointment as 01 Retail Fertilizer Dealer in each ward. Send the application to the Union Committee for verification and selection.   - After verification by the Union Committee, it is sent to the Upazila Committee with recommendations. Retailers are finally selected in the upazila committee meeting. Later UAO issued ID cards to retail fertilizer dealers.

Quarantine centers or check posts are set up at sea, land and air ports to prevent infiltration and spread of foreign diseases through implementation of Quarantine Act-2011. After identification of disease pests are tested in mini laboratory. If a citizen brings the plant or seed for health examination, it is examined and issued with a certificate. Conducts laboratory tests/inspections to prevent infiltration and spread of malaria within the country and regionally .is certified. Plant Health Certificate is issued in case of export. Similarly, plant/plant product contamination services are provided.
Arrangements are made to take advantage of international laws/policies in coordination with IPPC (International Plant Protection Convention). In case of exports, non-compliance response is provided to the citizen.

Distribution of LCC to farmers by SAAO informs about LCC usage method and usage of LCC in block demonstration .is Correct urea application by the farmer is ensured by determining the urea requirement using LCC every 10 days after planting. Leaf color chart is used to advise the farmers on proper application of urea fertilizer in paddy crop.

After receipt of allocation from DAE/project for integrated crop and pest management activities are undertaken by the Agriculture Office as per Government orders/policies. Areas of action for implementation of IPM among SAAOs are determined by UAOs/ AAOs/ AEOs. A draft list of farmers in the working area was prepared by SAAO and the Farmer Field School (FFS) of ICM was formed. Integrated Crops and Crops Comparative test plots are established in crop fields for management training and hands-on teaching. When the crops mature, field days are celebrated and yield and quality comparisons are discussed. Follow-up training and decision to adopt integrated pest management system in subsequent crop production . Discussions and meetings are held at the upazila, union, block, farmers' club/club level, training of selected farmers, farmer trainers, sub-assistant agricultural officers, exhibition etc. Effective training and advice on crop pest management in an environmentally friendly manner is provided.

In case of rubber dams formation of farmer groups, preparation of inventory, selection of suitable and irrigated land (three acres) are done together. Training in AWD pipe is imparted and handed over to selected farmers/farmers clubs. Training on irrigation management technology and Advice is provided. Advising farmers on using AWD (Alternate Wetting & Drying) technology for irrigation along with encouraging farmers to use surface water for irrigation. The UAO office takes care of necessary information on irrigation and consulting services on irrigation management Arrangements are made to impart training to SAAOs on irrigation technology. Along with providing training to selected farmers on crop-based service management, SAAO also advised farmers on field level training and assistance in crop irrigation like irrigation schedule.

Issuance of certificates to nurserymen /seedling  producers and sellers

For this the following procedure is followed- The applicant has to apply for the license along with prescribed fee and necessary documents. Inspection and verification of the applicant's nursery/seedling shop by AEO as per Govt policy by nominating officer for verification. A report with recommendations is submitted. UA also forwarded the proposal with the said recommendation to the district office. Approval and certificate are issued by DD and sent to Upazila. Later the certificate is provided to the applicant from the upazila.

Soil Mini Lab Diagnostic Center Management

Farmers are trained on collection methods and soil/pest samples are taken from farmers and samples are tested at Upazila/District level. In special cases samples are sent to soil laboratory/agricultural laboratory. Before formulating crop-based recommendations through soil testing, soil health cards are issued and advice is given to apply balanced fertilizers to the land according to the results of soil testing.
